Specific Regulations

TOUR de TAIWAN 2010 14th MARCH – 20th MARCH

ARTICLE 1. ORGANIZATION 

1.1
The Tour de Taiwan 2010 will be organized by the Chinese Taipei Cycling Association (CTCA). It is to be held from 14th March to 20th March 2010.

The Tour de Taiwan 2010 will be run under the rules of the International Cycling Union (UCI).

1.4
All stages will start promptly at the official start time shown in the program. The leaders in each classification will be required for presentation at the start line 15 minutes before the start of the next stage. All riders are required to sign on from 40 minutes up to 15 minutes before the start time. Each team involving all riders will be asked to sign on together on the podium before start.

ARTICLE 2. TYPE OF EVENT 

The Tour de Taiwan 2010 is open to athletes of the Men’s Elite and Under 23 categories. The event has been approved by the UCI as a class 2.2 event on the UCI Asian Tour calendar 2009-2010. In accordance with the UCI article 2.11.014, points will be awarded as follows for the UCI Men’s Elite and Under 23 ranking:

  1. Final General Individual classification by time: ranking 1 – 8 (40, 30, 16, 12, 10, 8, 6,3)
  2. Race Leaders Per Stage @4 points daily
  3. Stage Winner: ranking 1 – 3 (8, 5 and 2 points)

ARTICLE 3. PARTICIPATION 

3.1
As per article 2.1.005 of the UCI regulations, the event is open to the following teams: the UCI Professional Continental teams, the UCI Continental Teams, national Teams, regional and club teams. As per article 2.2.003 of the UCI regulations, each team must be formed of minimum 4 riders and maximum 5 riders with 2 officials. 

ARTICLE 4. RACE HEADQUARTERS AND RACE DIRECTOR 

4.1
One day prior to the first stage, the race headquarters shall be open at Room , Garden Villa starting from 09:00 hrs to 21:00 hrs on 13th March 2009, which will be located at the following address: No.801, Chongde Rd. Zuoying District, Kaohsiung City, Taiwan,Tel: + 886-7341-3333  FAX: + 886-7343-9955

On each stage, the race headquarter will be operational at the start area two hours before the start of the race and, in general, it will be closed at the finish area two hours after the finish of the race.

ARTICLE 5. TEAM MANAGERS MEETING AND LICENSE CONTROL 

5.1  
Team representatives are requested to confirm their starters and collect their race numbers at Room 401(4F) ,Garden Villa from 09:00hrs to 10:30hrs on the 13th March 2010. The licenses will also be controlled at the same time.

5.2  
The team managers' meeting, organized in accordance with the article 1.2.087 of the UCI regulations, in the presence of the Members of the Commissaires’ Panel, will take place at Room 401(4F) ,Garden Villa at 10:30hrs 13th March 2010.

ARTICLE 6. RADIO-TOUR 

Race information will be broadcast on the “Radio Tour” in two languages: English and Chinese. The frequency is 147.7.Mhz 

ARTICLE 7. CONTROL FLAGS 

7.1  
The control flags, which will be used throughout the race, are:

    (a) RED flag to mark the neutralized sections, riders and team vehicles must slow down or stop as directed by officials.

    (b) YELLOW flag to denote all danger points, race directions as well as detour before the finish line.

(c) Black and white CHEQUERED flag to denote the stage finishes.

    (d) GREEN flags to denote the intermediate sprints 

ARTICLE 8. CRITERIUM STAGE 

8.1  
The criterium stage 7 will be included in the Individual General Classification and Points classification. The stage classifications will be determined by the finishing order.

8.2
In the event of a recognized accident, the rider will be given 1 neutralized lap in that stage to rejoin the field, no free lap will be given within the last 3 laps.

Article 9. Neutral technical support 

Only Shimano spare wheels with 9 and 10 speeds will be provided by CTCA. There will be two neutral support cars and two neutral motorbikes in stage 1, 2, 3, 4, 5 and 6. Two neutral motorbikes will provide technical support in stage 7. 

ARTICLE 10. RACE INCIDENTS OCCURRING IN THE LAST 3 KILOMETER 

UCI article 2.6.027 and 2.6 029 will be applied

ARTICLE 11. FINISHING TIME LIMITS

Due to the traffic situation in Taiwan, in principle, the commissair may stop any individual rider or riders who has lost the contact and dropped too far from the main bunch in stages 1, 2,3, 4, 5 and 6 if the local police is unable to control the traffic condition. Those who are pulled out from the race may not start in the next stage and will be eliminated from all general classification.

The time limit for the stage , 2, 4 & 7 will be 10% ,12% for stage 1, 3and 6, 15% for stage 5


The time limit may, in exceptional circumstances, be increased by the Commissaires' Panel in agreement with the organizer according to the article 2.6.032.

However, in case riders out of the time limit are given a second chance by the president of the commissaires panel, those who are classified in the classification by points shall have confiscated the equivalent points awarded to the winner of this same stage to their individual general classification by points.

ARTICLE 12. FEEDING

12.1
Feeding can be supplied from the team car in stage 1, 2, 3, 4 ,5 and 6, Feeding can also be supplied from the designated pit in stage 4.

12.2
Food and drinks may be taken from teams vehicles after 50 km from the actual start and up to 20 km before the finish in stage 1 2, 3, 5 and 6 ( from 7th lap until 14th lap in stage 4). This can only be done behind the car of the Commissaire’s or as otherwise indicated by the Commissaires.

12.3
Feeding for stage 7 may be allowed at the pit area 1 only and will be informed in details at the Team Managers’ Meeting by the chief commissaire.

 

ARTICLE 13. RACE DISTANCES 

Distance to the finish will be marked by signs placed at the last 25km, 20km, 15km, 10km, 5km, 4km, 3km, 2km, 1km, 500m, 300m, 200m, 100m and 50m. The last 1km point will be marked by the red triangular flag.

ARTICLE 14. SAFETY 

Due to traffic conditions in Taiwan, this event can only make exclusive use of the width of a single right lane. Therefore, riders and drivers of all vehicles must strictly observe traffic of right lanes only, except in sections where the use of the entire width of roads is allowed. In the event of violation of this rule, penalties including warning and fine will be enforced. Repeated violations will resulted in accumulated penalties, eventually leading to elimination from the competition. 

Article 15. Classifications 

The following classification(s) will be issued:

15.1. General Individual Classification by time (yellow jersey): 

The time as recorded by the timekeeper shall be entered in the individual general time classifications. Bonuses are only taken into consideration for the individual general classification.

Where two or more riders make the same time in the general individual classification time placing, the placing obtained in each stage shall be added and, as a result, the place obtained in the last stage ridden shall be taken into consideration.

The leader of individual general classification will receive a daily award.

15.2. Team general classification by time: 

The team classification for the day shall be calculated on the basis of the sum of the first three best individual times from each team. In the event of a tie, the teams shall be separated by:

a.
the sum of the places acquired by their three best-place riders on the stage.

b.
the placing of their best rider on the stage classification.

The team general classification shall be calculated on the basis of the sum of the three best individual times from each team in each stage ridden. In the event of a draw, the following criteria shall be applied in order until the teams are separated:

(a)
Numbers of first place in the daily team classifications;

(b)
Numbers of second places in the daily team classifications etc.

 (c)
The placing of their best rider in the general individual classification. 

Any team reduced to fewer than three riders shall be eliminated from the general team classification.

The riders of the team leading the team classification shall be required to wear the corresponding distinctive sign. 

15.3 General Points Classifications (green jersey): 

  • The point classification is drawn up by totaling the points awarded in each of 7 stages, and in the intermediate sprints.
  • Points are awarded for each stage finished: 14, 12, 10, 8, 6, 5, 4, 3, 2, and 1 point to the first 10 riders in each of stage.
  • Points are awarded for each intermediate sprints: 5, 3 and 1 point for the first 3 riders respectively.
    In accordance with article 2.6.017 of the UCI regulations, in the event of a tie in the general classification by points, the following criteria shall be applied in order until the riders are separated:

    (a )Number of stage wins.

    (b)Number of wins in intermediate sprints counting for the general points classification ;

    (c)General individual classification by time. 

   15.4 General KOM Classifications ( Polka-dot jersey)

  • The KOM point classification is drawn up by totaling the points awards in  1st 3rd, 5th & 6th stages

  • Category of KOM:
       Cat.1 first 6 @ 8, 6, 5,3,2,1
       Cat.2 first 4 @ 6,4,2,1
       Cat.3 first 3@ 3,2,1 
  • In accordance with the Article 2.6.017 of the UCI Regulations, in the event of a tie in the general KOM Classification, the following criteria shall be applied until tie is broken.
    1. Number of the first place in the first category climbs
    1. Number of the first place in the second category climbs
    2. Number of the first place in the third category climbs
    3. Final Individual general classification by time

ARTICLE 16. TIME BONUSES

Time bonuses: 

  1. Stage finishers in all stages: 1st—3rd with time bonuses @ 10” – 6” – 4”
  2. Daily Intermediate Sprint in all stages: 1s—3rd t with time bonuses @ 3” – 2” – 1”
 
 ARTICLE 17. PRIZES
 

The following prizes are awarded:

A grand total of US$48,492 will be awarded in prize money at the event.

Article 18. Awards ceremony

    18.1  In accordance with article 1.2.112 of the UCI rules, the following riders must attend the official awards ceremony, which will take place immediately after the finish of each stage

  1. The winner of each stage
  2. The leaders of the following secondary classifications:
    • General Individual classification by time for Best Asian Rider (Blue jersey)
    • General Classification King of Mountains(Red Polka-dot Jersey)
    • General Classification by point (Green Jersey)
    • General Individual Classification by time (Yellow Jersey)

 18.2  All participants are obligated to attend the various ceremonies planned by the organizer in time and in appropriate clothes. And also attend the media interviews after ceremonial.

Article 19: Anti-doping

In addition to the UCI Anti-doping rules, the CTCA Anti-doping rules shall also be applicable to this event.

ARTICLE 20. PENALTIES 

The UCI scale of penalty is the only one applicable to this event
